Step 1
Preheat oven to 375°F (190°C). Grease a 9x13 inch baking dish.
Step 2
In a large skillet, cook ground sausage over medium heat until browned. Drain excess fat. Add diced bell pepper and onion, cook until softened, about 5-7 minutes. Stir in cumin, salt, and pepper.
Step 3
In a separate bowl, whisk eggs and milk together.
Step 4
Arrange 3 tortillas in the bottom of the prepared baking dish, overlapping slightly to cover the bottom.
Step 5
Spread half of the sausage mixture over the tortillas. Top with 1 cup of shredded cheese, then half of the salsa. Pour half of the egg mixture over the cheese and salsa.
Step 6
Repeat layering with the remaining 3 tortillas, sausage mixture, cheese, salsa, and egg mixture.
Step 7
Bake for 45-55 minutes, or until the eggs are set and the top is lightly golden brown. Let rest for 5 minutes before serving.
