Step 1
Heat oil in large heavy-bottomed pot over medium-high heat until shimmering
Step 2
Brown chicken thighs on both sides in batches, about 5 minutes per side, set aside

In same pot, add minced garlic and shallots, stir-fry for 1 minute until fragrant

Sprinkle sugar evenly over garlic mixture and let sit for 1 minute

Stir constantly until sugar melts into deep amber caramel, about 3-4 minutes

Carefully add water and fish sauce, stirring to combine, return chicken to pot
Step 7
Bring to simmer, cover partially, and cook for 30 minutes until chicken is very tender

Season with black pepper, serve over steamed rice with sauce spooned over top
