Step 1
For the bottom layer: In a bowl, whisk together rice flour, arrowroot powder, sugar, coconut milk, and water until smooth. Strain the mixture to remove any lumps.
Step 2
Stir in sweet corn kernels into the base layer mixture.

For the top layer: In a separate bowl, whisk together coconut cream, rice flour, and salt until smooth. Strain if needed.
Step 4
Set up a steamer. Place ceramic cups or ramekins inside the steamer and steam for 5 minutes to heat them.
Step 5
Pour the bottom layer mixture (with corn) into each hot cup, filling about 2/3 full. Steam for 8-10 minutes until the bottom layer is set.
Step 6
Carefully pour the top layer mixture (coconut cream) over the set bottom layer. Steam for another 5-7 minutes until the top layer is set and glossy.
Step 7
Remove from steamer and let cool completely before serving. The puddings will firm up as they cool.
