Step 1
Thinly slice sirloin steak, red onion, and Roma tomatoes into strips. Chop cilantro. Cook french fries according to package directions until crispy.
Step 2
In a small bowl, whisk together soy sauce, red wine vinegar, and aji amarillo paste.
Step 3
Heat 1 tbsp vegetable oil in a wok or large skillet over high heat. Sear steak quickly until browned but still slightly pink in the center, about 2-3 minutes. Remove steak and set aside.
Step 4
Add onion and tomatoes to the same pan and stir-fry for 2-3 minutes until softened. Return steak to the pan, add the soy sauce mixture and cilantro. Toss to combine.
Step 5
To assemble spring rolls: lay out a wrapper, place a small portion of the Lomo Saltado filling and a few french fries in the center. Fold in the sides, then roll tightly from the bottom. Seal the edge with a little water.
Step 6
Heat remaining vegetable oil in a deep pot to 350°F (175°C). Fry spring rolls in batches for 3-5 minutes, until golden brown and crispy. Drain on paper towels.
Step 7
For the dipping sauce, combine mayonnaise, lime juice, and sriracha. Serve hot spring rolls with the dipping sauce.
