Step 1
Preheat oven to 375°F (190°C). Cook macaroni according to package directions until al dente. Drain and set aside.
Step 2
In a large pot or Dutch oven, melt butter over medium heat. Whisk in flour and cook for 1-2 minutes to form a roux.
Step 3
Gradually whisk in milk until smooth. Bring to a simmer, stirring constantly, until thickened, about 5-7 minutes.
Step 4
Remove from heat. Stir in cheddar and Monterey Jack cheeses until melted and smooth. Add Dijon mustard, salt, and pepper.
Step 5
Add the cooked macaroni to the cheese sauce and stir to combine. Pour into a 9x13 inch baking dish.
Step 6
Sprinkle with panko breadcrumbs. Bake for 20-25 minutes, or until bubbly and golden brown on top.
